Clinical reference shelf
A plain shelf of clinical documents the hospital holds. It belongs to the hospital, not to any one HMO. When chat touches clinical necessity it points into these, so an officer drafting an appeal cites something they can actually attach.
Why this shelf matters
Analyses never reason from a diagnosis. When an HMO deducts on clinical grounds the app records the amount and the ground it cited, then hands the argument to chat. If this shelf is empty, chat can only name the kind of source to obtain and will say plainly that it cannot verify the contents — it will not invent a section number for a letter that goes out under the hospital’s name.
